By his third eye connecting to the other illusionary eyes that are on his cloak, he is able to see through every eye that is on his cloak.
The eyes can only see up to 15 feet.
Cloak has to be worn for this to be active.
The eyes aren't effected by any eye related effects. (I.E Basilisk's pupil)
He can't look at more than 21 eyes at once.

History:

He was born with the third eye, once he got the cloak he learned to link it by using the magic that allows it to regenerate as a stream to connect with the eyes that the cloak had making them allowing him sight through these eyes. This wasn't a trait that was learned because he was the only one in his family that was able to use it since he was the only one in the family who had this third eye, which was considered a "curse" at first, until he used this and now is referred to as a gift or sorts...well it was before the exile and whatnot.

Do you really think seeing every angle around you is fair?

Make them, I don't know, not to be able to see very far. Or you can only look through a certain number at any one time. The limits are up to you.

Yes. Seeing that:

--I have to be wearing my cloak

It isn't as if I made a character which has eyes all over their body so they can see around all the time free of cost...

Hmm, if that's what you mean by limits then when you see this reply they would have been edited in.

This still needs a cost because of the rather big advantage it gives you.

But, forget it, I don't see it as a big advantage, so it isn't worth a cost.
